Refresh a page with Shift-reload button to bypass the cache. To restart the whole application, you need to get an addon to add this capability. I use Toolkit to do that, but I believe there is a specialized addon to do only that.

The reload button is at the right end of the address bar, unless you moved it (which a lot of people have been doing).
