Yes, the xpinstall.enabled pref is no longer by default visible on the about:config page, but it is still supported and you can create a Boolean pref and set it to false. You will however get an info bar at the top if you do asking for permission. If the pref is missing then it has the default true value to allow installing extensions. You can only prevent installing extensions if you lock the pref to false.
Do you have a problem with installing extensions or only with the Get Add-ons tab on the about:addons page?
It can take some time to load that page.
You can also visit the Add-ons site directly.

Thank you very much. The problem was solved by renaming such files: extensions.ini extensions.rdf extensions.sqlite
