running 31.1.1, menu bar showing, but no menu button

I am running 31.1.1, but I had the same problem before updating. I have the menu bar showing, but the only items on it are "File Edit View Go Message Tool Help". There is no menu button, the one with three horizontal lines. I am trying to fix another problem, but the possible solutions I find on the web for that problem all refer to the menu button. How do I get it to appear?

The AppMenu button is on the Mail Toolbar.

The menu button is not on my Mail toolbar either. That just contains "Get Messages Write Address Book | Tag Anti-Spam.
