thunderbird can not create /usr/bin/mail.lock

The error window says to chmod 01777 for the mail spool directory. I have done this for the following directories: /var/spool /var/spool/mail neither fixed the problem. I have found nothing else by doing a web search.

does the Thunderbird process have allocate access to that folder?
