I keep getting the same message any time I want to download new emails to my primary account. It gives me the "inbox is full. Delete or compact emails" type message. I got rid of almost everything, including my sub folders, thinking it must include them. I know there is no way I have too many emails, whatever that number is, now. I can get all other emails to download to my other email addresses. I can get said emails for my primary to download to my phone too, just not my desktop computer. Just the one that is most important to me has stopped functioning. I have made no changes at all to my email account recently. Last thing I did, which it functioned perfectly afterwards, was update some security setting that Cox required us in order to keep getting emails securely.
