Here is the error message I am getting when I attempt to send a message from an outlook.com e-mail address.

I also have a hotmail.com e-mail address & there are no issues with sending from it.

An error occurred while sending mail. The mail server responded: 5.2.0 STOREDRV.Submission.Exception:OutboundSpamException; Failed to process message due to a permanent exception with message WASCL UserAction verdict is not None. Actual verdict is HipSend, ShowTierUpgrade. OutboundSpamException: WASCL UserAction verdict is not None. Actual verdict is HipSend, ShowTierUpgrade. [Hostname=BL0PR1501MB2132.namprd15.prod.outlook.com]. Please check the message and try again.
