The bookmarks and history system will not be functional because on of Firefox's files is in use by another application.

I cannot access my old bookmarks, and I cannot make new ones.

So I restarted, no change. So I ran in Safe mode, no change, uninstalled Firefox and reinstalled, no change. I made a new profile and it worked!! BUT I moved my passwords and it was fine then I tried to move my bookmarks and it happened again so i created a third profile but now the logins.json does not show up on the new profile so I cannot move the passwords so I am right back where I was.

If you copy/pasted the database file places.sqlite which had the problem, it makes sense that it wouldn't work in the second profile, either.

Instead, you could copy/paste the fresh places.sqlite file from your third profile to your second profile, and try restoring one of your bookmark backups from your original profile.

For convenience of access, copy the files from the bookmarkbackups folder in your original profile to the same folder in your second profile, then use the Restore menu as described in this article:
