How can I organize mt TB addressee book by "category" as in Outlook?
In Outlook, I am able to assign a" category" to each contact in the address book. They are then organized by categories, each of which can be expanded as needed, so it is easier to find a particular address by category. Can this be done in T-Bird v 68.2.2?

TB has Department and Organization fields in Address Book, and either one can be displayed as a sortable column. Mailing lists are another form of categorization that would be useful if a contact belongs to multiple 'Departments' or 'Organizations'.
Cardbook supports categories.
