Thunderbird 115.5.1 modify html head to include viewport meta tag

I have tried several extensions with no luck. I would like to add a viewport meta tag to the html head that thunderbird place in an html email.

Is there a template file I can edit by hand? Or is there any currently working extension that will to this?

The problem is that images display differently on different mail readers.
