Is uprgrading to a new version the same as uninstalling the old one?

I can no longer start FF via One option that I read to correct this problem is to open a new profile and transfer my setting and favorites to it. Alternately, I could upgrade to the latest version of FF. But is that the same as uninstalling and reinstalling? Would I then lose my settings and favorites? Which of these two options should I take?

Every time Firefox opened
