In latest FF version I am not able to download any file getting an error

zip.part could not be saved ... yes I tried all fixes available on the net and none of the work

but if you look closely FF is adding ~1 to the user name when looking for temp dir to save the file http://prntscr.com/5383v5

Looks that Firefox used a 8.3 DOS path for the temp folder that couldn't be resolved instead of the normal Windows path.

What is that user name? Does it contain special characters or had it been created under an old Windows version?
