Firefox Bookmarks fail to transfer completely from IE10.
Firefox does not get ALL of the IE10 Bookmarks (only 40-50%) despite trying ALL of the Mozilla recommended fixes (eg., transferring direct from IE10 or exporting as an HTML file from IE10 and then importing the HTM file into Firefox) which in Dec 2014 still does not work and despite this problem remaining UNFIXED in Firefox for over the past two years???
Unfortunately for Firefox, if this problem cannot be resolved completely Firefox remains simply just another piece of junk software - and despite its otherwise very good platform!
Firefox 34.0.5 Stub exe does not install the Bookmarks * or other accessibility to Bookmarks in the "Bookmark Toolbar", either??
Trust you can permanently resolve these issues!
My system is Windows 7 Ultimate (32 bit).

Usually the HTML import works. However, there may be characters allowed in Windows file names that lead to an invalid or troublesome HTML file when you try to import from the file system or from the IE export file.
If you open that exported HTML file in IE and Firefox and compare, can you see any point at which Firefox stops rendering the HTML correctly? (The importer is more sensitive than Firefox itself, but this is the first test that comes to mind.)
Regarding the icon, Firefox 34 has a combined "add bookmark" / "show bookmarks" icon on the main toolbar, a star on the left, then a vertical divider, then something that looks like a clipboard. The Bookmarks * button from the Bookmarks Toolbar was removed in Firefox 29.
That can also be a problem if the IE favorites are nested too deeply in sub folders.

Thanks jscher2000 - Firstly, IE10 saves the bookmarks as an HTM file and not HTML - don't know if this is significant or not? Secondly, when I open the HTM file outside FF or IE10 all of the booksmarks are present. Thirdly, after importing into FF there doesn't seem to be any pattern to the missing bookmarks; some are second level folders and others are not - it seems to be completely random with only parts of some folders are transferred into FF, usually the latter part of contents in these folders??? Total mystery to me as well as being a total pain and especially so since FF is otherwise a good platform! Finally, bit confused by your last comment as I do NOT get a "star" anywhere on any toolbar - even after supposedly showing the bookmarks toolbar in "Show/hide" section nothing shows up compared to before un-hiding the bookmark toolbar- nothing new appears???

Open the Customize window and set which toolbar items to display.
- "3-bar" Firefox menu button > Customize
- if missing items are in the Customize palette then drag them back from the Customize window on the toolbar
- if you do not see an item on a toolbar and in the Customize palette then click the Restore Defaults button to restore the default toolbar setup
