Is there a way to set default options that will be used when creating a new user's FireFox profile in their AppData folder?

I am deploying FireFox 52 ESR to computers with multiple users that will need to access an internal HTTP service that uses self-signed certificates. Firefox normally blocks the self-signed certs, and being able to have a profile automatically built with the Cert_Override.txt file would greatly ease the configuration required per machine.

I've come across articles that state to use the \Browser\Default\Profile\ directory for this, but apparently the feature has been removed.

Is there another way to achieve the same result in version 52?

If you are talking about two or more users using different user accounts on the same system, Firefox creates a profile in each user account.

If the users are using the same computer account, then separate user profiles would be required.
