I'm using Exchange365 for email and my version of Outlook isn't supposed to work with Exchange365 according to Microsoft after Nov 1st. I want to use Thunderbird as my email vehicle but have a question in reference to archived PST files from Outlook. If I import the PST file into Thunderbird does it handle the archive file the same as Outlook by keeping it on the local machine?

Thunderbird has a special Local Folders account and it does exactly what the name says. Its contents are kept local.
