I have tried to open f.fx using both shortcut icon AND off the "all programs" icon and it opens in safe mode both ways. How can I eliminate safe mode and open normally?

Did you check the target line in that shortcut to see if there is a -safe-mode switch appended?

Firefox will only start in Safe mode and show the safe mode start window if opened with the -safe-mode command line switch.
