Loaded Thunderbird, imported settings from Outlook 2003. When I try to send new email, it only offers me to open a Newsgroup account. Can't find place to put outgoing settings. Seems to receive emails ok.

have you tried clicking on the from line at the top of the addressing pane and changing to a mail account. (Unless you do not have one configured, but that should not happen automatically)
