Are you using wi-fi? The router may have its DNS servers set to OpenDNS, which often is more reliable than using your own ISP's DNS servers, but does include some free filtering features.

If this occurs on other networks such as a mobile network, perhaps there is an app on the phone that overrides the usual DNS servers. I'm not aware of any like that, but there are a lot of apps out there...
