Secure connection Failed, all browsers for Linkedin, other websites work ok, VPN allows access to Linkedin

Can anyone help me solve a problem I've been having for years. This generally affects some, but all websites. It happens with Linkedin and since it's generally well known and secure I am using it as an example.

I've tried flushing dns, releasing ipconfig, changing DNS to Google, reset proxy settings to "No proxy", tried other browsers, changed security.tls.version.max. to 0, but nothing has worked for me

If I use a VPN like tunnelbear I'm able to access the site no problem, so what gives?

My error: Secure Connection Failed

An error occurred during a connection to www.linkedin.com. SSL received a record that exceeded the maximum permissible length. Error code: SSL_ERROR_RX_RECORD_TOO_LONG
