It is designed to make a New Folder when you Bookmark All Tabs so the stay in the group of tabs.

Note : you are running a insecure, outdated and unsupported browser. Update to Current Release Firefox 61.0.2 with a Full Version Installer

If you are running a older system with low ram and old drivers you may want to switch to the Extended Release Version 60.0.1esr

When you use "Bookmarks All Tabs" then always a new folder with the bookmarks will be created like posted above. You will have to move the bookmarks yourself to a different folder if necessary. Note that only unique URLs are bookmarked, so having multiple pages with the same URL, but possibly different content will only save one bookmark.
