The icon changes depending on the "Privacy" property inside the event:
- Public: no icon
- Show date and time only: "info" icon.
- Private: "wrench" icon.
The answer was found by clicking through all the event settings.

Yes, but there are no additional tweak actions bound to this icon. The highlighted event does not differ from other events in its settings.
