Starting Firefox doesn't put me on line, but starting IE7 or Outlook Express does. Why? WinXP SP3
It used to work but now, if I start Firefox and I am not on line, it does NOT connect me, whereas, in both IE7 and Outlook Express it does. I can find nothing useful in Tools->Options. Firefox is set as my default browser.

You can create a new Boolean pref with the name network.manage-offline-status and set the value to false.
You can right-click on the about:config page to open the right-click context menu and use "New > Boolean" to create a new Boolean pref.
Name: network.manage-offline-status Value: false
None of these suggestions makes any difference at all!
Does "File > Work Offline" has a check-mark when that happens?
