Why won't flash work on mobile after I followed every step?

I downloaded the archived version as instructed to do so on the FAQ. After doing this and enabling plugins, anything with flash says that a plugin is needed. Specifically, I need the website wileyplus.com to work for school. Here are the system requrements: http://help.wileyplus.com/browsercheck/index.html

I have tried Chrome, UC Browser, Dolphin Browser, Boat Browser, Photon Browser, and now Firefox but not a single one works. Please help I am losing my mind :)
