Help with setting: "don't download messages larger than 50KB" doesn't work

To restrict mobile data usage I'm looking for a way not to download attachment automatically. Therefore I've set the option "don't download messages larger than 50 KB" and tested this option by sending an e-mail with an attachment larger than 50KB, approx. 1MB. The message was downloaded directly to my inbox and as far as I can tell with the attachment already fully downloaded. What I want to acchieve is only downloading the headers (and text) of the e-mails. When necassary manually download the attachment by choise. E-mails are synced via IMAP.

Am I missing a specific setting?
