Can I view my folders on home PC and also synced to 'away from home' laptop?
Or can folders be saved on an external server and then viewed from Thunder Bird with different Windows devices (PC, Laptop)?

IMAP email is what works best when wanting to view and manage email from multiple devices. IMAP is server based and the emails remain on the providers server and you view them remotely from your computers or smart phones.
My provider is just now offering IMAP and I am still using POP so I have my laptop set to NOT remove the messages from the server. This way when I am away from home I can view and manage my email. Any messages I want to download to my desktop when I get home are still on the serve when I get there and download as normal.
Another drawback to POP is it only downloads from the Inbox so any email I send from the laptop does not show automatically on the desktop.
Since you do not say what type of email you are using this is the best I can tell you.
