Using the wizard, don't get an option to select an import file

I am trying to import MozBackup files from SeaMonkey (from an old machine) to Thunderbird (on my new machine). I select "import everything." I click Next. Next dialogue box displays "Import options....from:" but there is no file picker displayed, just a blank screen.

Am running Windows 8.1 on a new Macbook Air with Classic Shell. (Tried to upload an image of this but it never uploaded.)
