Using Firefox on Arch Linux (same issue on Debian 8), sync consistently fails when password sync is enabled. I narrowed it down to just passwords, sync works fine if password syncing is disabled. I don't have a master password set, and I don't have any locally stored passwords.

Your extensions list in the System Detail list shows the "GNOME keyring password integration" extension, so I assume that this extension is the cause of your problem and that the extension isn't compatible with Sync. You could test that by disabling this extension.
