Hi,

Safari Content Blockers (which include Focus) are only available on devices with an A7 processor (64-bit) or later. Only 64-bit processors an handle the extra load of content blocking, which insures optimal performance. Since the iPad 3 has an A5 processor, Focus is incompatible.

Compatible devices include: iPad Air (or later), iPad Mini 2 (or later), iPod Touch 6th Generation, and iPhone 5s (or later).
