When I respond to an e-mail my message automatically goes to the bottom, how do I change it to automatically start at the top?

Responses or forwards of e-mails are automatically starting at the bottom of the page rather than the top. I would like for my responses or added comments on messages I am forwarding to begin at the top of the message automatically, just like every other e-mail I have EVER received from anyone else.
