Is this problem on your Android phone? When wi-fi is disabled, does the top bar show any kind of data connection (for example LTE, H, or 3G)? If not, you may need to check your device settings to make sure mobile data is allowed and if it's already set that way, check with your carrier on whether there is a problem with either your account or your phone's carrier-specific settings.
