Is it possible to control syncing one way from the desktop to the cloud, or from the cloud to the desktop? I am using three computers, - with the same version of FF, (currently version 46.0b8), both in Windows 7 and Xubuntu 14.04. I ask because I am loosing important bookmarks and settings. Or, end up with old obsolete bookmarks deleted in one version mixed with the new ones.

No, that is not possible. Data from all connected devices is uploaded to the Sync server and merged to all connected devices, so all devices eventually get the same data. There is no master/slave operation possible.
