How can keep from being redirected to HTTPS when trying to get HTTP?
When trying to go to my homepage on my ISP provided space, it changes to the HTTPS and displays "file not found." I had been able to access it earlier but if you refresh on a computer that had worked, it swaps to HTTPS. http://mail.sowega.net/~jacook/ goes to https://mail.sowega.net/~jacook/ The files are there and can be accessed by a FTP program but I can't get the browser there.

It's odd that your home page has "mail" in the domain name. Anyway, the server is sending a redirect, so you need to figure out how to resolve that on the server side. I am attaching a screenshot from Firefox's Network Monitor, but I would expect that you see the same in other browsers with similar tools.
The website displays for me with the HTTP protocol, but not with the HTTPS protocol like you wrote above.
I'm not seeing a redirect like Jefferson wrote above.
You can check the SiteSecurityServiceState.txt file in the profile folder for references about this domain.
You can edit the SiteSecurityServiceState.txt file and remove the line about this specific domain, to see if that allows to add an exception for an expired certificate.

Clear the cache and remove the cookies from websites that cause problems via the "3-bar" Firefox menu button (Options/Preferences).
"Clear the cache":
- Firefox/Options/Preferences -> Advanced -> Network -> Cached Web Content: "Clear Now"
"Remove the cookies" from websites that cause problems.
- Firefox/Options/Preferences -> Privacy -> "Use custom settings for history" -> Cookies: "Show Cookies"
