How do you know they have been compacted?

When everything is working properly, you delete messages and they are hidden. Compacting simply removes the invisible hidden messages, so it's not clear why you think compacting is the cause of your problem.

I had over 1500 emails and have only 500 now. Could they have been compacted?

No, compacting does nothing to reduce the number of emails in a folder.
