As far as I can tell it is random.

I'm using an HP laptop 2000, 8gb of memory, 15 inch display. It also appears the bottom of the screen is cut off. I'll get a pop-up and get to the bottom of the pop-up to close it.

This does not sound like an issue with Firefox, but more of a issue with Ubuntu. I recommend you ask about this issue through one of the several official Ubuntu support channels and they will be able to look into this display issue for you.
