That seems rather odd if you can not download it on two separate alternative browsers. Where are you trying from ?

You could even try the ftp downloads from https://ftp.mozilla.org/pub/firefox/releases/48.0.2/win32/ As your current issue appears to be with Windows or alternative browsers that is outside our area of expertise. See also

also, try to download and install firefox from the second link from John's reply ...../all/ but when you are in Windows Safe Mode with network support (press F8 on the boot screen).
