I have two email accounts working in Thunderbird. In one of the accounts I want to only allow receiving emails and I do not want to allow sending emails with this account.

I suggest you give it a dummy server address such as smtp.example.com.

The automated set-up will fail and you'll have to complete the set-up by hand.
