I can't do File > New > Mail Account because I don't see "File." Where is it?

It's in the traditional main menu which is (bizarrely, IMHO) hidden by default. F10 or alt will reveal it. Alternatively, most "new" things are hidden behind "New Message" on the new-fangled menu behind the Application Menu button, with the three horizontal bars.
