I would like to have a way to specify a Domain Name (or list of Domains) to block, and the ability to block ALL DOMAINS except for those I specify.

Chosen solution

You can consider to use a PAC file. That way you can have full control over what websites are allowed. You would have to block all other access via a firewall.
