Can't open or uninstall Thunderbird after 52.0.1 update

My computer ran the Thunderbird 52.0.1 update yesterday and prompted me to reboot. (Your computer must be restarted to complete a previous upgrade of Thunderbird). I've rebooted and this message keeps coming up. I cannot launch Thunderbird in safe mode. I also cannot uninstall Thunderbird from the control panel because this same message comes up. How am I supposed to resolve this issue? I'm on Windows 10.

Suggest you perform a direct delete. Locate the 'Mozilla Thunderbird' folder and delete it.

If computer is 64bit: C:\Program Files (x86)\Mozilla Thunderbird\

If computer is 32bit: C:\Program Files\Mozilla Thunderbird\
