how to include a titled, inline attachment
I need to supply reference to an attached file, URL, etc., within an email body. Rather than just attaching the file for manual access, or pasting the URL for manual access, I'd like to supply descriptive text over the attachment item. This text, when selected, would automatically open the attachment for view. Some call this an inline attachment. I would call it an inline attachment covered by descriptive text. I'm sure this is prominently documented here, I just can't seem to find it. Probably because of my ineptness of the terminology.

Unfortunately, for you, this is regular <a> tag and it doesn't support the descriptive text you want. I suspect this is achieved via scripting, and some email clients, notably Thunderbird, won't run scripts in email messages, so even if you were to craft such a thing, there is no guarantee that an email client would display it.
Email is not the web.
