I cannot find the import bookmarks function at all in version 57.0.

Hitting: library icon -> bookmarks -> show all bookmarks does absolutely nothing. Nothing happens when I do this.

By the far the most annoying browser to use.

Chosen solution

Show All Bookmarks should open the Bookmarks/History Manager (Library).

Do you otherwise have problems with bookmarks or history?

This should still work.

  • Bookmarks -> Show All Bookmarks -> Import & Backup

You can also try to open this chrome URI in a tab:

  • chrome://browser/content/places/places.xul

You can check for problems with the places.sqlite database (bookmarks and history) in the Firefox profile folder.

  • use "Verify Integrity" on the "Help -> Troubleshooting Information" (about:support) page

Thanks for the well informed instructions there. I relaunched the browser and found that the pop window now appears with the aforementioned details.

Thanks!
