Can receive messages fine but cannot reply or send. Following instructions on outgoing server settings did not help.

Who is the mail provider?

Consolidated Communications Inc. (surewest.net)

If you have the recommended settings, i.e. smtps.enventis.net on port 465, SSL/TLS connection security, authentication = normal password, and User name = email address, and it still times out, try disabling email scanning of outgoing mail by your antivirus, if it's on. A better test is to run Windows in safe mode and see if sending is working. Do you use a VPN?

Now I can't receive messages either. Have tried uninstalling and reinstalling Thunderbird. If I can't get this back up today I am switching to another email client.

I've checked the website for consolidated communications and I'm getting 'Problem loading page' error, so maybe there is an issue with Consolidated Communications / surewest.net

https://downdetector.com/status/consolidated/map/

Also checked surewest.net and message says it is down. http://www.websitedown.info/webmail.surewest.net

Your issue may actually be the server.
