Saving downloads not asking were to be save to.

Just updated Firefox to v. 65.0, it will no longer ask to where I want file save to. As it use to. Note that this is what I set it to do in preference for in Files and Applications section. The files are being saved to the other option "Save files to" even though I've selected always ask. Please note that I did do a launch of Firefox after confirming changes, and even a reboot of Mac OS.

Are you using any download add-ons/programs?

Start Firefox in Safe Mode {web link}

A small dialog should appear. Click Start In Safe Mode (not Refresh). Is the problem still there?
