In Firefox 2.x the "Page Info" dialogue has the "Forms" and "Links" tabs, but they are gone in later versions. How can these functionalities be restored?

This won't be coming back, so you would need a WebExtension replacement. There is probably an extension that can extract links from a web page, so you can search the Add-ons website. I don't think there is one for forms, but you never know. There are probably also JavaScript bookmarklets around to extract links from a page.
