How do I change the charset / text encoding with Thunderbird 91?

In Thunderbird 78, you can change the character set a message is considered to have, using the View | Text Encoding submenu. This is obviously necessary if you were sent a message reporting the wrong charset which shows up as gibberish.

However, in Thunderbird 91, I don't see this submenu anymore. I can't find it elsewhere on the menus either, nor as a toolbar button, nor in the context menu, nor in the "hamburger" menu-button.

Is it really gone? If it is, how do we now switch charsets?
