My Kobo app/desktop blocked and I was told to de/re-install. Can't access web-site at all.

My Kobo access blocked. They told me to de-install then re-install Kobo. I can't access the install page, my library is gone and I can't buy or read my books. It started to function for a few hours then blocked again. I don't know why this is happening.
