How do I configure attachments? Tools->Options no longer exists

All of a sudden I can no longer open .jpg attachments (only save them). All the articles I find talk about Tools->Options->Attachments which probably disappeared 10 years ago. What's the MODERN solution?

In TB 91, Options are now Preferences. Preferences/General/Files & Attachments.
