Originally the plus sign to make a new tab was after the tab I was on, but when I moved the New Tab button down and tried put it back, I can no longer put it after the tab I am on.

You can drag the plus button out of the Tab bar to the Customize palette and then move it back to the Tab bar to the left of the tab manager button at the far right. In customize mode the button will appear at the far right, but once you close customize it should snap to the position next to the last tab. If that isn't working after a few tries (move the button to the palette and then back to the tab bar) then click the Restore Defaults button.
