I want to force new tabs to always show the bookmarks bar, even if I toggle it on other tabs. How can I do this?

I am aware that Firefox has three options for bookmarks: Always Show, Only Show on New Tab, and Never Show.

Either through a setting, an extension, or magic... I want the new tabs to always show the bookmarks BUT I want the other tabs to allow me to toggle showing and hiding the bookmarks (without affecting the new tab at all). How can I achieve this? Is there a deep setting I am missing?

Are there workarounds too? I would settle for a homepage that showed bookmarks (right now I have the option to toggle 'shortcuts', I wish I could also toggle bookmarks there). I'd even settle for an AHK script to force show the bookmarks on new tab (if hidden).

There is no workaround like you describe possible. You could temporarily toggle the Bookmarks Toolbar via "Ctrl+Shift+B" or use the bookmarks sidebar (Ctrl+B) as an alternative.

Note that 'New Tab' refers to the about:home and about:newtab pages (Firefox Home), so if you open one of these in the current tab then you get the Bookmarks Toolbar with the 'New Tab' choice.
