The primary password is set by user. If forgotten, you can remove it, but in doing so, all account passwords will also be removed, as the primary password (which is optional) is designed to prevent unauthorized access. To reset, go to tools>developer tools>error console then enter this: 

 openDialog("chrome://pippki/content/resetpassword.xhtml")    and press reset button.
