I find myself often in need of changing a color of a section of text in an outgoing email. I would love the ability to create some simple macros and keyboard shortcuts to set one of three or four colors. Is there a facility within Thunderbird to do that? If not, is there an add-on that can do that?

No, Thunderbird only has addons. They are basically macros using JavaScript , but you can not record them so the learning curve is quite steep.
